The state government will carry out a study to see if building a $90 million pipeline to take water from the Wivenhoe Dam to Warwick would be feasible.
Officials will draw on groundwater supplies if there is no rain once the little water left in the Leslie Dam runs out.
The pipeline itself would take a couple of years to build. There is no apparent back-up plan.
"We need to wait and see what happens with the wet season," Premier Annastacia Palaszczuk said on Tuesday.
"We are due to have a wet season, but we need to be ready and have a plan for the future."
It's a move welcomed by Southern Downs mayor Tracy Dobie, who dismissed questions that it was too little, too late.
The Liberal National Party says the study will take too long and the pipeline should be laid down now.
