The $9.2 million facility will be a centralised hub for cycling with mountain bike paths, a BMX track and a new velodrome among the major features.
Construction and implementation was due to begin this month and be completed by June, 2021, but council is targeting May, 2021 despite confirming the project won't begin until 2020.
"Council is currently reviewing tender submittals, and at this time cannot discuss the tender or any outcomes as a result of the evaluation process," a council spokesperson said in a statement to The Daily Advertiser.
"The expectation is to commence the project in the early new year. Completion date is expected to be May 31, 2021."
Local cycling groups have been lobbying for an upgraded facility for some time.
Wagga Cycling Club's facilities are badly outdated and they came close to being forced to cancel their premier Golden Wheel carnival earlier this month due to falling entries.
Club spokesperson Cameron Oke said the new facility has the potential to help revitalise the sport in the region, and give Wagga the best cycling facility in regional NSW.
He said it would give Wagga's various cycling groups the capacity to bid for blue riband events.
"We had our general meeting the other day and I said as a club member that we need to think now about how to get cycling back on the map in the town, and when this facility gets on board we can just increase it," he said.
"At the moment Dubbo have just about finished their complex which has a track and criterium track, Bathurst has got a criterium track, a cycle track and a mountain bike track, while Tamworth has a cycle and criterium track.
"Wagga's in an unbelievable position to have road, track, BMX and mountain biking (in the one facility). The events (it could attract) could be endless.
"They just need to get a shovel in the ground and get it done."
