With Jon Nicoll (46) dismissed for the first time this season after Sam Stening (4-26) ripped through the Cats top order, Wagga RSL locked like causing an upset at Robertson Oval.
However the 64-run eighth-wicket stand saw City get to 241 and it proved too big of a chase on Sunday.
Burge led the way with 43 after being dropped down the order while Rob Nicoll made 18 to see the Cats push well beyond the 200 mark.
James Richards made 73 for the Bulldogs, but they fell 56 runs short after being bowled out for 185 in the 72nd over.
Captain Josh Thompson admitted it was an ugly win, but the Cats did enough to continue their hot run of form heading into the top of the table.
"If we didn't have Tom Burge and Robbie Nicoll in the lower order, and Maxy (Aaron Maxwell) contributed too, we would have been in a bit of trouble," Thompson said.
Thompson and Jon Nicoll both took four wickets.
