West Wyalong are currently trying to avoid being forced to change competitions, preferring to remain in Group 11.
Club vice president Rodney Crowe fears for the future of the sport in the town if the status quo is not maintained believing parents are unwilling to commit to the extra travel the unpopular shift will create.
However NSWRL chief executive David Trodden outlined a number of reasons why the newly merged entity decided to vote in support of a Country Rugby League decision from 2018.
"The inclusion of West Wyalong in the Group 20 JRL competition ensures the long-term viability of the home and away competition," Trodden said.
He believes byes will be reduced and the new draw, which was released last month, will allow juniors to share the stage with their seniors with more same-day football to be played.
West Wyalong successfully appealed last year's decision but had their application to join Group 11 rejected last month.
Crowe raised concerns about playing Sunday football to fall in line with the traditional seniors structure but Trodden said the day of play was up to the clubs.
"The pathway from juniors to seniors is now very clear as they work together to combine their resources on home game day," he said.
Group Nine juniors are also weighing up changes to their competition.
The biggest would see the current pool system, which splits northern and southern teams geographically, would be removed to move more into line with the current senior competition.
There was also discussion at the annual general meeting to make under 10s non-competitive.
