In April, the final $10 million in funding was secured from the federal government and became the last piece of the puzzle needed to build the $23 million complex.
The project will be built on the corner of Fitzhardinge and Edwards streets.
Deputy Prime Minister and Member for Riverina Michael McCormack said the assessment of the project has been completed.
While Mr McCormack, in April, said the building could start "virtually from mid-year", paperwork signing has pushed back the construction.
" ... final approval of the funding is expected very soon," he said.
"Advice from the Police Citizens Youth Clubs NSW indicates construction is due to begin in May 2020."
The state government has previously committed $10m and Wagga City Council $3m towards the project.
This complex will include four sport courts, conference facilities, a 60-person after-school care centre and office space.
