The two women's last eight months of work culminated in success as they were named Miss Wagga and Community Princess, respectively.
Ms Hackett said she could not believe that she was standing in front of the crowd with a crown.
She also thanked her predecessor Presslea Cowan for the role model she has been.
Ms Smith echoed the sentiment of shock, and thanked her fellow entrants for sharing the journey with her.
The quest offered entrants the opportunity to improve their confidence and learn valuable leadership skills.
The pair will work with local leaders, businesses and charities to help pioneer philanthropic efforts across the city after being named as the new Miss Wagga and Community Princess.

This year's entrants were Brittany Hackett, Hannah Smith, Tegan Nash, Margie Gaynor, Montanna Ross and Hayley Wallace.
Alexandra Tierney, Miss Wagga Quest 2020 chairperson, said it is the community's responsibility to keep this initiative going.
"I am proud to say that the change and growth I have seen in these six young entrants has been immense," she said.
