The in-depth AFL Riverina Competitions review by David Burgess was presented to clubs in mid-August, with 14 recommendations, ranging from a new tiered structure for senior football to changes to junior age groups.
Clubs were given the opportunity to present written submissions for the AFL Riverina board and AFL NSW-ACT executive to consider.
"AFL Riverina has received some valuable feedback from clubs which has taken time to digest," chairman Michael Irons said.
"The recommendations were broadly supported by clubs and we are currently reviewing some aspects of the recommendations and relevant data to refine them taking into consideration the actions required to implement them."
There will be further discussions with clubs at delegate meetings this month, and an AFL Riverina board meeting is also planned for November.
"Our aim is to have the final recommendations announced by the middle of December," Irons said.
Other recommendations included looking at opportunities for new clubs in areas of growth, enabling club joint ventures to manage the challenges of changing populations, and integrating women's football competitions into AFL Riverina, while also maintaining netball's place in clubs.
