Elphick will replace Matt Menser at the Hawks, who is keen to concentrate on playing as his career winds down after guiding the club to the preliminary final this year.
Elphick began the year as Tolland's coaching director before moving to the Hawks as their reserve grade coach.
He has a strong background as a junior representative coach and with premier league side Grafton United.
The Hawks held their presentation night on the weekend with veteran defensive midfielder Nathan Bowman claiming his first best and fairest awardn narrowly ahead of brothers Isaac and Joel Tancredi in second.
Other Pascoe Cup award winners were Tim Harris (coach's award) and Ryan McKenzie (golden boot), while Mark O'Reilly was named clubman of the year.
Leonard Cup winners were Bronte Buik (best and fairest), Ruby Condon (coach's award) and Brianna Maslen (golden boot).
President Ryan Smith and committee member Frank Pangallo were also made life members.
