Wagga police have now appealed for the public's help to track down the distinctive vehicle, which had business signage on both sides, as well as its bandana-wearing driver.
According to police, the ute - described as an older model, white Holden Rodeo - was taken from Croaker Street in Turvey Park just before 8am.
A NSW Police spokeswoman said the vehicle was later involved in a police pursuit, after its driver failed to stop for officers on the corner of Edward and Docker streets.
The spokeswoman said a passenger in the ute jumped from the vehicle during the pursuit and fled on foot.
The passenger, a 20-year-old man, was arrested on Flinders Street after a foot chase.
However, the driver - who police said was wearing a bandana - and the ute have not yet been located.
The vehicle was last seen travelling north on Macleay Street about 8.30am.
Anyone who sees the ute, or has information about the incident, should call Wagga police on 6922 2599 or Crime Stoppers on 1800 333 000.
Those who spot the vehicle have been warned not to approach it, but to call police immediately.
