The pair finished locked together on 26 votes to share the prize at Narrandera Ex-Servicemen's Club on Tuesday night.
The award win continued a big week for Hooper, who shot the winning goal for Coolamon in Sunday's first semi-final win over Wagga Tigers.
Hooper crossed over to the Hoppers this season from Farrer League club Charles Sturt University and has enjoyed an outstanding year in the shooting circle.
Finemore also is in her first season at Collingullie-Glenfield Park, after making the switch from Turvey Park, and she has proven to be a brilliant attacking weapon for the minor premiers.
Ironically, Hooper and Finemire will face off in Sunday's preliminary final.
Wagga Tigers captain Jess Allen (24) finished just two votes behind in third place, while Coolamon coach Claudia Barton (23) and Griffith's Jessica Conlan (18) rounded out the top five.
Wagga Tigers' Bridget Webster won A reserve best and fairest, while Leeton-Whitton's Maggie Maguire got home by one in a thrilling B grade count.
Griffith's Jasmine Boyland was a convincing winner in C grade, while Collingullie-Glenfield Park's Tamsyn Goolagong got home by one in the under 17 best and fairest.
MCUE's Sophie Fawns was named netball rising star, while Tanya Sykes was named netball coach of the year.
