Williams will represent the University of Canberra while Alicia Quirk will turn out for University of New England in the third installment of the four-round competition.
Australia head coach John Manenti wants the country's best players to get as match practice as possible in the lead-up to next year's Olympics in Tokyo, and will use the competition to search for fresh talent.
"The next 12 months is going to be massive for rugby sevens and the third season of the University Sevens Series is crucial in continuing our development," he said.
"The HSBC Sevens World Series is expanding from six to eight tournaments with more back-to-back rounds which is an exciting development for the women's game, and means that we will need players putting their hands up for spots.
"The competition among the Universities continues to grow, and it is really exciting to see the next generation putting their hands up."
The series will be played on a fortnightly basis, beginning with the opening round on September 14-15.
