Thomas Wivell said he visited he the Bolton skate park area with his 11-year-old son Jack only to find trip lines set at leg and head height for a child.
"We got there about 3.15pm after doing a couple of things down the street and he started riding towards the park on his scooter but something caught my eye," he said.
"I said 'hold up Jack', and he pretty much stopped right where the fishing line was.
"(The line) was strung right around the front of the skating area and into the adjoining park area.
"It was pretty well weaved right through the wood posts as well."
Mr Wivell said he had no doubt the fishing line was set up deliberately to trip somebody.
"There would be no way it could accidentally get there," he said.
"I think that the line itself, if someone ran into it especially a kid at full speed as they tend to do, it could have caused damage from the actual line itself. It's thin and quite sharp under tension.
"If that didn't hurt them, the fall would have. The lines were at shin height for my son and if he had of hit them he would have face-planted.
"It was definitely put up to hurt people."

Mr Wivell said he removed the lines and contacted police, who then inspected the area.
"It's pretty disappointing," Mr Wivell said.
"It could have been some young blokes having a bit of a prank without realising the consequences.
"It was a pretty strong fishing line and it took a bit to cut through it."
Wagga police were unable to comment at the time of publication.
Apart from assault, NSW has a criminal specific offence for setting a trap with the intent of causing serious injury.
The Crimes Act states that "any person who places or sets, or causes to be placed or set, any trap (or) device...capable of destroying human life or inflicting grievous bodily harm on any person...with intent to inflict grievous bodily harm shall be liable to imprisonment for five years."
