Cr Paul Funnell, who put the motion on the agenda for the next council meeting, said he wanted to declare no confidence over Cr Conkey's remarks last month during a debate over climate change.
Cr Funnell said he had put the motion up because Cr Conkey's comments were "unacceptable" and the mayor "was meant to be unifying".
The council's decision to declare an 'urgent climate change emergency' made national and even international news but prompted concern from business investors over potential increased 'red tape' costs.
"We can't solve all problems in our community, but we can and must plan to build a sustainable, resilient community and if you don't believe that's our obligation as councillors, I don't believe you should be in this chamber," Cr Conkey said during the July 8 council meeting.
On Thursday, Cr Funnell said the mayor should not "dictate who belongs in the chamber and who does not".
"People are in that chamber for a variety of reasons and they were elected democratically by the people," he said.
However, Cr Funnell did not think his motion would gain enough votes to be carried because "we have such a left-leaning group of councillors".
Cr Conkey said his position had not changed since the no-confidence motion was first flagged.
"My comments were aimed at various people around Wagga who expressed comments on social media and mainstream media that Wagga City Council should stick to roads, rates and rubbish," he said.
"That is definitely not the case; (the city) has to be vibrant and dynamic in a whole range of areas and councillors have proven they support the city being resilient and sustainable."
