Starr was handed out a serious grade high tackle charge by the match review.
It's alleged he collected Kangaroos halfback Zac Graham after a kick, leaving him concussed.
Tuinauvai reacted after the incident and a serious striking charge has been levelled on the Kangaroos centre following a flurry of punches.
He was sin binned for his actions on Paul Ferguson, who is waiting scans on a suspected fractured cheekbone.
Both have been referred directly to the judiciary, which will sit on Wednesday night.
The base sanction for Starr is seven weeks, while Tuinauvai is slightly lower at six weeks.
Both can be reduced with a guilty plea plus their records will be taken into account.
Temora's 38-22 loss sees them sit a win, plus percentage, outside the top five with four rounds to play.
It's been 10 years since the Dragons have played finals and they are running out of time to turn things around.
Coach Sam Elwin admitted he had never been more frustrated following the game.
It's part of the reason why he won't be at the helm for another season.
"The commitment in Temora is not up to first grade standard," Elwin said.
"The committee is doing a great job but the players just aren't buying in."
Elwin isn't even sure where his playing future lies and didn't rule out leaving.
