Kelly and Tigers captain Nick Ryan combined for 14 goals as they put the Eagles to the sword, winning 24.17 (161) to 7.3 (45) at Narrandera Sportsground.
Tigers led by 36 points at half-time but kicked 15 goals to three in the second half to run out big winners.
A long day for Narrandera was made worse by the fact they finished with no fit players on the bench.
Tigers also picked up an injury concern with Ben Kelly coming off in the first term with a hamstring strain.
Wagga Tigers coach Troy Maiden was most pleased with the way his team finished off the job heading into the bye.
"Probably that we finished the game really well and didn't take the foot off the pedal. We ran the game out really hard, for me that was the most pleasing thing," Maiden said.
Aside from Kelly and Ryan, Tom Keogh and Pat Gaynor were two others to shine for Tigers in what was a even team performance.
Blake Renet was best for Narrandera.
