Gleeson was red carded in the win over Ag College on Saturday but has had his judiciary appearance delayed.
However Hamish Wrafter is a confirmed out to tackle the Phantoms at Leeton No.1 Oval while coach James Curgenven remains on the sidelines.
It's forward Jono Lally a chance in the top grade, coming in at fullback.
"He's been playing good footy the last couple of weeks and it means we can keep the rest of the side the same even though he's not an out-and-out fullback he's played there a few times and knows what he's doing," Curgenven said.
Coming off a win over Ag College, Wagga City are looking to keep their momentum rolling in the run into finals.
They are currently fourth, three points behind Griffith, but only four points clear of Albury in fifth and 10 ahead of the seventh-placed Phantoms.
Curgenven is looking for the side to be wary of the threat posed by the clash.
"Leeton are going to be a very good side playing at home and still have a chance of getting into the top four if they get a few wins under their belts," he said.
"They are going to come out all guns blazing so we have to make sure we combat that and that is why we've kept a similar side as we can to the one who got one over Aggies."
Curgenven is looking for a strong defensive effort.
