The Rams finished the championships unbeaten with a 41-point win over Tasmania in Brisbane last Saturday.
It backed up the win over Northern Territory earlier in the week.
North Wagga's Kai Watts was named NSW-ACT's most valuable player at the carnival, while fellow Wagga footballers Sam Stening and Patrick Voss also starred.
Watts and Stening were named in the Rams' best players in both wins in Queensland last week, while Voss kicked four first-half goals to be named among the better players in the win over Northern Territory.
Stening kicked three goals in the win over Tasmania, while Watts kicked three over both games.
Rams coach Darren Pfeiffer singled out the efforts of Watts and Stening.
"Watts showed a great want to compete for every contest, and this led him to become MVP," Pfeiffer told AFL NSW-ACT.
"Captain, Toby Alker's leadership and hard contested football set up the likes of Matt McKenzie to use his speed as a weapon, and get it into the hard working Sam Stening up forward, who showed he has real ability around the goals."
Pfeiffer praised his team's efforts over the championships.
"They showed resilience and competitiveness in all their games, which was a big factor in us being successful," he told the AFL NSW-ACT website.
It was the Rams' first under 16 title win since 2014.
