He will lead the council's regional activation and city development initiatives with a focus on the city's special activation precinct, digital connectivity and regional growth programs being pursued in partnership with the state government.
Mr Keys said Bomen presented a fantastic opportunity for the city and his first priority for the special activation precinct is to work in partnership with the state government.

"We need to take advantage of the opportunities they are bringing to us and build on what we have got," he said.
"The council will be out there talking to existing businesses to help them understand what the opportunities are and understand what they need to help us enable them to grow and take advantage of this fantastic opportunity.
"Wagga is an ideal location and the assets are there. We just need to start putting the pieces together to not only attract new businesses, industry and employment, but to help those businesses who are out there be what they can be in the future."
The council's general manager Peter Thompson said Mr Keys will look at encouraging development and deliver good planning to grow the city.
"(He will be getting) our CBD and industrial areas serviced by much faster internet speeds and gearing up for the future," he said.
