Voss kicked four first half goals to help the Rams to a 17-point win over Northern Territory, 12.10 (82) to 10.5 (65) at Metricon Stadium.
Voss kicked two goals in each of the opening two quarters as the Rams got out to a 25-point half-time lead.
Northern Territory fought back to reduce the margin to one-point at three-quarter-time but the Rams were able to respond and keep their undefeated start to the championships alive.
North Wagga's Kai Watts contributed with two goals, while Sam Stening also kicked an important goal in the final term.
The game was moved to the afternoon amid a last-minute change of schedule for the championships.
Half of Tasmania's under 16 team was left grounded at the airport in Hobart on Monday due to fog and did not reach Brisbane until Tuesday afternoon.
The Rams will play their final game of the championships against Tasmania at Aspley on Saturday.
