It is the second arrest - a 53-year-old man was charged on Wednesday - after Brendan Clark lost his arm in the dog attack on June 21.
The 43-year-old mechanic was working on a Coonamble property about 11am when he was set upon by two large dogs.
The dogs mauled Mr Clark in a prolonged attack before the dogs' owner discovered the injured mechanic in the yard.
Four dogs were removed from the property by the owner, police said, and Mr Clark suffered serious injuries to his arms along with his face and shoulders.
He was rushed to John Hunter Hospital in Newcastle where his right arm was amputated.
Officers from Orana Mid-Western Police District arrested and charged the second man, aged 20, in relation to the incident today.
He was issued with a Future Court Attendance Notice for the following offences:
- Owner of dog who attacks person due to owner's negligence
- Owner of attacking dog
- Negligent act causing grievous bodily harm
- Hinder police
The man will appear at Coonamble Local Court on August 20.

Mr Clark told ACM that he was working at the property but did not notice the dogs on the property until he went to get something from the shed.
"He launched at me and got a good grab at my shoulder. And as I went to reach around to try to rip him off, that's when the other one got the other arm, and I realised, 'You're in trouble boy'," Mr Clark said.
