Detective Chief Inspector Andrew Spliet said Strike Force Karangi had been established to investigate the blaze at the corner of South Parade and West Parade in April.
"Police have conducted a number of inquiries and spoken to a number of people," he said.
"We have discovered that there was a male person acting suspiciously in the area prior to that fire.
"We believe that fire was deliberately lit."
Inspector Spliet said they are seeking assistance from the public to identify a man.
"He's a male in his fifties with short, blonde hair who may have been in the vicinity at that time," he said.
Inspector Spliet said the unit was gutted due to the fire, but luckily the occupant was not home at the time.
"We are looking at all avenues," he said.
Anyone who has information regarding this incident can contact Wagga Police Station on 6922 2599 or Crime Stoppers on 1800 333 000.
