During Tuesday night's meeting, Cr Kendall won a solid majority via an open show of hands, with his two challengers Dan Hayes and Vanessa Keenan receiving just their own votes in the first round.
Council general manager Peter Thompson. who chaired the election proceedings, said it was a legislated requirement that one of the candidates on a tied vote must be eliminated via a random draw.
Cr Keenan's name was drawn at random and she was eliminated.
She proceeded to vote for Cr Hayes in the second and final round of voting, which Cr Kendall won having retained his previous supporters.
Crs Conkey and Tout are due to visit Wagga's sister city Nordlingen in Germany in August and September.
