Elwin, captain-coach of Temora Dragons, was presented the award at the 37th annual Sportsperson of the Year awards dinner held at the Temora Ex-Services Memorial Club on Friday night.
Elwin was one of just two Group Nine players to tour Papua New Guinea with the NSW Country under 23s team last October.
Rugby union player Luke Tudulu won the intermediate category, while athletics rising star Lara Curry was named junior sportsperson of the year.
Bill Schwenke was presented with the prestigious Lifetime Achievement in Sport award for his near 60 years of service to the greyhound racing industry.
Judy Gilchrist was also recognised, with the President's Award, for 17 years as secretary of Temora and District Sports Council.
Hall of Fame basketball coach Bob Turner was the guest speaker and addressed nearly 200 guests at the annual awards.
