The Swans were resigned to losing Foley this year when he moved to Bendigo for university in the off-season.
But like with Heath Northey, the Swans have been able to convince Foley to stay on board for another year.
Foley enjoyed a fine season for Griffith last year before a hamstring injury in the second semi-final ended his season.
Griffith coach Will Griggs is happy to have Foley back.
"He didn't want to miss out," Griggs said.
"Once he gets fit, he should be pretty good for us. He'll be on-ball and in defence and he adds a bit of depth for us, which is good."
Foley is only 19 but has already amassed 52 first grade games.
Griggs revealed Foley will return through reserve grade to get match fit.
"He's got some work to do on his fitness but a few weeks and he'll be right to go," he said.
Griffith were impressive round one winners over Collingullie-Glenfield Park and will host Turvey Park at Exies Oval on Saturday.
Turvey Park will head to Griffith with confidence after some promising results in their first two games.
Meantime, Wagga Tigers have also added another late recruit to the fold in former coach Josh Gaynor.
Gaynor got a clearance back to Tigers last week and played reserve grade in the win over Turvey Park last Friday.
Gaynor spent the past four seasons at Hume League club Henty, where he coached the Swampies for 2015-16.
The 32-year-old spent three years at Albury Tigers before that. He is a Wagga Tigers junior and coached the club alongside Damien Papworth in 2010.
