Detective Acting Inspector Phil Malligan said while one occupant escaped, another woman was trapped and died in the house.
"Strike Force Burrow has been established to investigate the house fire at 39 Tichborne Crescent, Kooringal which occurred on the morning of Monday, February 25," he said.
"This house fire ultimately led to the death of an occupant in the house, a 36-year-old woman by the name of Kylie Green, who was trapped and died inside the house.
"As a result of investigations, as well as crime scene examinations by NSW Forensic Services as well as NSW Fire and Rescue investigators, it has been determined that this fire has been deliberately lit."
Inspector Malligan said it appears Ms Green was trapped in a bedroom at the rear of the dwelling.
"Due to the build of the individual, she was unable to get out of the house and she was trapped," he said.
"The fire, the smoke, smoke inhalation, the health of the young lady - she was unable to get out of her bedroom to be able to escape the fire and the smoke.
"[We are] not speculating in relation to who's been targeted."
Inspector Malligan said this matter is now being treated as a homicide investigation.
"Police are appealing for the driver of a utility towing a trailer, who was sighted on Ticbhorne Crescent, Kooringal a short time before the house was engulfed in flames, to come forward," he said.
"Police are also calling for public assistance to helping to identify the person sighted walking north along Tichborne Crescent around the same time as the fire commenced, which was approximately 6.10am."
Inspector Malligan said the family was working with police.
"Anybody who loses a family member tragically in circumstances like this obviously wants some finalisation in respect to the matter, and the family have certainly been assisting police and we're keeping the family updated with all our investigations," he said.
