The Bulls led 25-7 before a rejuvenated Boiled Lollies provided a tense final five minutes at Jarrah Oval.
However a dropped ball around halfway ended the comeback with Tumut taking a 28-21 victory.
Coach Morgan Grivas was relieved to hang on after leading for most of the game.
"The guys did a lot of hard work early to put themselves in that position to be out in front and were good enough to hold on," Grivas said.
With Wagga City coming off a surprise win over Waratahs, ending the premiers unbeaten streak, Grivas was prepared for a tough challenge.
He was pleased to come through it with the win.
"It's really nice to have two home games in a row and come away with the points each time," Grivas said.
"That really helps as we have a lot to work on fitness wise to match City, they were able to come home really strongly and guys were starting to struggle out there.
"To be able to get a couple of wins when we are not quite in the condition we need to be in to compete with those top sides regularly is good."
However it isn't all good news for the Bulls.
For the second week running Tumut lost a fullback to serious injury.
After losing Mitch Ivill with a torn rotator cuff, the Bulls now fear Tate O'Donovan has injured his anterior cruciate ligament.
He injured his knee making a try-saving tackle in the fourth minute.
