Recruit Pat Logan moves into the playmaking role with Pennington unavailable and captain Cameron Duffy out injured.
Coach Will Mitchell is confident Logan can step up to the mark in what should be a much tougher test than the 98-0 win over CSU to start the season.
"He's a natural 10 and as far him getting to know the plays we play is the issue there," Mitchell said. "We'll have a team run and all the guys know how we play so he will be guided by them.
"It's just a matter of the team stepping up, communicating and making his job easy."
Liam Mowbray is also out with a rib injury.
It's forced a couple of changes in the pack with Sam Webster coming in at flanker with Ben Brooke pushing up into the second row and Charles Callaghan switching to number eight.
