Russell will represent Wagga Christian College at Sydney Olympic Park Aquatic Centre as he realises his dream of swimming at PSSA level.
"Since the Combined Independent Schools (CIS) carnival in 2017, Jones has been self-motivated to train with the dream of reaching the PSSA level. The 2019 carnival will be his second bite at the apple after competing in the 2018 carnival." Jones' father Danny Russell said.
Russell will compete in the 50m backstroke, 50m butterfly and the individual medley.
The 10-year-old has his sights set on representing his school and region at the National PSSA Swimming Championship in Melbourne in July.
Russell has proved himself to be master of all strokes this year, landing the fastest qualifying time for the individual medley at the CIS competition in mid-March.
Wagga Christian College primary school sports coordinator Blake Cunningham said the school was proud of how far Russell had come.
"Wagga Christian College is very proud of Jones, especially his dedication to training as he heads towards
these highly competitive carnivals. He has developed an ability to hold his nerve and deliver his best swim on race day," Cunningham said.
"We are looking forward to his results later this week."
