It is alleged that on March 30, Loker drove away from an address in Wagga Wagga, dragging a woman who police claim was attempting to reach her baby, who was in the car Loker was driving.
It is alleged that he then collided with another car before driving away from the scene.
The baby in the vehicle sustained serious injuries, police said, and was treated at Wagga Wagga Base Hospital. The woman was also taken to hospital but has since been released.
Following investigations, Loker was arrested. He pleaded not guilty to both charges in Tamworth Local Court on Monday and was refused bail by magistrate Julie Soars.
He will remain in custody until the case returns to the court in May.
Police will compile a brief of evidence into the case in the meantime.
