Parks signed a two-year contract with Marrar late last season but has since sought a clearance to the Saints.
After that was denied three times by the Bombers, North Wagga's bid to take the case to a tribunal was denied by AFL Riverina's Chairman of the Appeals Board.
"I have perused all documentation concerning this appeal including the contract signed by the player. I believe that there is no possibility of the appeal being upheld and accordingly as I am entitled I hereby advise that the appeal is refused," a statement from the chairman said.
Marrar coach Shane Lenon said the club was concerned about setting a precedent. He is hoping Parks returns to the Bombers and says he'll be warmly received.
"We'll obviously welcome him back with open arms. We wouldn't have gone down this path otherwise," Lenon said.
"It will be up to to him obviously but he's been an integral part of two premierships and he's a young bloke who's got his best footy in front of him and has a lot to offer.
"We're hopeful now that this is all done, that he'll come back and have a run."
Marrar have a bye next week but take on North Wagga in round two. They'll have a final pre-season hit-out against Collingullie-Glenfield Park this Saturday.
The Saints play Barellan in round one.
