Veteran Lake Albert quick Scott Billington took 6-12 off 8.4 overs as the Cats were bowled out at McPherson Oval on Saturday.
Wagga City lost 5-6 in the middle of their innings as Drew Matthews top scored with 17.
However it was still enough to take the victory after they skittled the Bulls for 69.
Only Jason Wells (12) and Samuel Smith (11) made it to double figures.
Louis Grigg picked up five wickets while David Peel finished with four.
The Cats were in early trouble at 3-8 in their second innings but recovered.
They were eventually bowled out for 130 before being declared victorious.
However Wagga City didn't taste the same level of success in third grade with Kooringal Colts Vikings scoring a big win at Mark Taylor Oval on Saturday.
Neeraj Neeraj led the way 68 of his side's 112 runs in the eight-wicket victory.
The Vikings shared the wickets as the Cats finished at 9-109 from 35 overs.
However it was never going to be enough with the Kooringal side reaching the target in the 23rd over.
Lake Albert had better luck in fourth grade, taking a five-wicket win over Wagga RSL.
RSL had only lost twice for the season but were bowled out for 96 by Lake Albert Maroon at Henwood Park on Saturday.
Rick Shaw (34), Brayden Smythe (28) and Andrew Clark (22) made the bulk of the runs for the Bulldogs with Will Morton (five not out) the only other batsman to make more than one.
The chase was a real team effort by the Bulls.
Troy Mitchell top scored with 20 while Antony Armstrong backed up his three wickets with 18.
