The Bushrangers, who made last year's grand final, came to Wagga without plenty of their best players, but needed a late try to down the Wagga side 24-22.
New coach Glenn Dumbrell shone in his return to Kangaroos looking dangerous with every touch from dummy half.
He was pleased with the side's performance.
"There were some good positive signs actually," Dumbrell said. "It's a young team and we haven't done a whole heap on attack so I was quite happy with how things came together.
"We chopped and changed a few combos to see how they went."
Kangaroos have lost plenty of attacking prowess in Ben Jeffery, Tristan Dickson plus Dylan and Tyson McLachlan.
Dumbrell started at hooker with Zac Graham at halfback, Trae O'Neill at five-eighth and Cameron Andrews at fullback as they look to discover what will work best in 2019.
After conceding an early try, Kangaroos scored the next two.
Warren Lloyd forced his way over after a strong run from Dumbrell before a 50-metre kick return from Dylan Arragon set up a try to Lachlan Cuell.
Tuggeranong took a 12-10 lead into half-time when Livinai Tuicakau scored and both he and Lloyd were sin-binned after tempers flared after the try.
The Bushrangers scored next before the Roos hit the front through tries to Nick Trevaskis and Eddie Jackson however they couldn't hold on.
