Rowe is unavailable and will miss the clash at Robertson Oval this weekend.
After scoring 84 his loss will be a blow to the Blues top order.
Terry Willis also won't take on the minor premiers after failing to overcome an Achilles tendon issue.
Mitch Sykes comes back in, Nathanael Mooney, after a second grade century, takes over as wicketkeeper and the Blues are yet to decide who fills the final bowling position.
Wagga City and South Wagga have both only lost the once each this season.
However with the Cats finishing on top of the ladder the Blues need to win to be the first team through to the decider.
Taking wickets hasn't been their forte this season and even who will take the new ball is yet to be determined.
The Blues have used five different opening partnership in their five two-day matches this season as they search for early wickets.
Despite this Rowe is confident their numerous options can get the job done.
"Without a doubt, we've got lots of variation in our attack, lots of bowling depth and quite often you'll see on our scorecard that eight or nine guys have had a bowl," he said.
