The move to the vacant site at 145–147 Baylis Street, which previously housed Thomas Jewellers that closed down in October 2017, also aims to improve social and economic factors of the city.
Those are the main benefits proposed in the lodgement of a development application to Wagga City Council on February 22.
If approved, the works in the DA by Milestone Australia, a town-planning and construction firm, is estimated to cost $71,580.
Milestone's director Patrick Lebon writes that the proposal has been designed to complement the city's central district.
"The proposal provides a business use to serve the needs of people who live in, work in and visit the local area," he writes.
"The proposal will revitalise a vacant shop and improve the aesthetic character of the commercial core."
Works would include shopfront additions, new signage and refurbishment.
These include two new ATMs fronting Baylis Street, CCTV, new entry ramp and installation of new wall at the shopfront elevation to create a larger internal lobby.
The clock atop the building is also proposed to be removed.
Further, design is proposed on 'Crime Prevention Through Environmental Design' principles to deter crime in the vicinity.
"The proposed works will promote security of banking facilities and the safety of customers and staff," the report reads.
"Illuminated signage and a neat well-presented shop front discourage crime and loitering.
"The illumination is not obtrusive, will provide directional assistance, safety and wayfinding function especially at night for customers using the ATMs."
Mr Lebon also writes that the proposal complies with a number of regulations and legislation, including environmental and advertising and signage.
The media department at CBA declined to comment at this stage.
