The announcements by party leader John Barilaro, which featured $3 billion in new promises, were described as being too late, lacking details and "a list of failures".
However, Ms Powell said the items announced included "so many exciting things for Wagga".
"Especially the appointment of a youth minister," Ms Powell said.
"This has been what I've been fighting for — a big part of my agenda.
"To engage with young people to get them off the street and reduce crime in our area."
Ms Powell said the water-security measures applied across the state.
"Coming from a farming family, I understand the importance of it," she said.
"These are not election promises.
"We’ve had eight years in government, we’ve fixed what we have to fix, and now it's time to do what we want to do.
"These are commitments for the four years going forward."
Similarly, Mr Fang said rival candidates needed to focus on the state rather than individuals or parties.
"I think it’s really important when you’re a political candidate that you not only try to highlight the good things that your party does but also acknowledge when another party has done something important for your community," Mr Fang said.
"It's disappointing that they continue to play politics when we've got such positive announcements."
Water-security and drought-relief measures were major parts of the announcements on Sunday, which include the fast tracking of six regional water strategies and waiving of fees and charges for eight local government areas.
Mr Fang said that the measures would eventually be rolled out across the state.
"Those packages are statewide, they’re not broken into areas," Mr Fang said.
"There’s $5 million on the table for immediate water support for the regions that are at risk of running out of water.
"There are some on level-six water restrictions.
"But the initiatives will be across the board because we’ve seen a vast deterioration in the climatic conditions having an effect on all communities."
