Wagga Police Detective Chief Inspector Andrew Spliet said local detectives are still investigating the scene and therefore it is too early to determine the cause of the fire.
"Police have conducted canvases and spoken to a number of witnesses, we're waiting on an accelerant dog from Sydney for that inquiry and to see what the cause and origin is of that fire," Inspector Spliet said.
"We don't have any idea of where it has started yet or what may have caused it but there is nothing that has given us rise to suspect that there was anything at the moment of a suspicious nature.
"Obviously when we get our accelerant dog up from Sydney and forensic teams go through it and fire investigators we will be able to have a bit more of an idea of what has actually caused the fire."
The deceased woman is believed to be aged in her 30s, however police are yet to formally identify both women.
NSW Ambulance district manager Eamonn Purcell said in a press conference that the deceased person was a woman and a second woman was able to escape.

Wagga Police have confirmed that a person has died in a Kooringal house fire on Monday morning.
Ambulance NSW transported a second patient from Tichborne Crescent with “non life-threatening” injuries to Wagga Base Hospital.
NSW Fire and Rescue zone commander Stewart Alexander said a middle-aged person has died in the fire but the cause has not been determined.
“Police investigators and Fire and Rescue investigators from Sydney have hit the road and are expected to reach the scene by 1pm,” Mr Alexander said.
“Our investigators are bringing our dog, our accelerant canine, to go through the house and eliminate whether accelerants have been used, such as petrol.
“Crews will be on scene for a number of hours and an extensive investigation is underway to determined what happened.”
Murrumbidgee Health District spokesperson said a 41-year-old female was transported to Wagga Base Hospital in a “stable condition”.
EARLIER
Emergency services are investigating a fire that broke out in a Wagga suburb early on Monday morning.
A stretch of Tichborne Crescent was cordoned off as firefighters and police worked at the scene.
NSW Ambulance was called shortly after 6am by NSW Fire and Rescue to a house being alight.
"Phone call at 6.20am was made and four ambulance crews responded with one being a manager," a NSW Ambulance spokesperson said.
"Crews transported one person to Wagga Base Hospital, but there is no description of what their injuries were or how stable the patient was.
"There was a secondary patient, which crews did not treat."
There was a heavy police presence in the Kooringal street, with officers speaking to residents near the burned house.
Investigators at the scene declined to comment when approached by The Daily Advertiser. An update is likely to be provided later this morning.
