Police allege a number of shots were fired into a car parked outside a Brock Street address around 2pm on Thursday.
The owner then drove himself to the police station to report the incident.
Soon after, a 21-year-old man from Young and a 17-year-old male from Harden were arrested on Blackett Avenue.
In dramatic scenes police were witnessed with their guns drawn and aimed at a white van on Blackett Avenue ordering the two alleged occupants to get out of the vehicle.
Both complied with police directions, lying on the road and footpath before being handcuffed and lead away.
Police were then seen searching the vehicle.
"We've secured the scene and are awaiting forensics to arrive," Acting Inspector of Young Police Michael Madgwick told the Young Witness.
"We've secured a vehicle which had three bullet holes in it."
The two males were taken to Young police station before being charged with a string of offences.
Both are facing charges of discharging a firearm with intent to cause grievous bodily harm, fire firearm at dwelling and firing a firearm in or near a public place.
The man was refused bail and will face Wagga Local Court on Friday, while the teenager has a date with a children's court on March 13. He was granted conditional bail.
No one was injured and the vehicle which was shot at was towed from outside Young Police Station.
