Sydney young gun Ripudaman Singh set Wagga Country Club alight on Saturday with an opening round 67 to claim the overnight lead at five under.
But a double bogey on the 18th cost Singh victory on Sunday, as Robards came from four shots back at the halfway mark to win by one.
Robards finished at three under (140), just ahead of Singh (141).
Bart Carroll (79, 74) was best of the Wagga juniors, finishing in a tie for 13th at nine over.
Wagga Country Club secretary-manager John Turner said it was a great weekend of golf.
“It was tough conditions. It was the championships course, a set up for the quality event it is,” Turner said.
“From a club perspective, we enjoy having them here. It gives us a chance to showcase what we and Wagga have to offer on the golfing map.”
Jack Newton was a popular guest. He spent four and a half hours on course on Saturday, watching the juniors in action.
