The Bombers have denied the clearance to their grand final rivals, saying Parks is a contracted player. He signed a new two-year deal with the premiers late last season.
The request caught Marrar by surprise.
“It’s been denied. He’s got to have a meeting with the club and the recruiting committee because he’s signed a two-year contract,” Marrar president John Carroll said.
“We’ll try to have a meeting in the next few days. We don’t normally have any trouble clearing guys... but guys can't just sign a contract and then want to step out of them. I think it gets a bit ridiculous when you’re trying to plan for the season.
“But hopefully we can have a talk to him and see if he wants to stay.”
Parks has played 30 games in two years at Marrar, including two grand final wins.
