With rain reducing the match to 20-over innings, ACT/NSW Country overcame a late slump to get home with five balls to spare.
Staines had a quiet tournament in Adelaide, with his best 33 in the semi-final upset win over NSW Metro.
However he played a crucial role in the title win.
The wicketkeeper also took nine catches, completed a stumping and assisted in a run out.
Hay’s Rupert Lilburne took seven wickets for the tournament including one in the final.
