Luke James Ilmer roamed around central Beechworth, breaking into buildings, after fleeing the minimum security jail on Tuesday.
He spent about 18 hours outside the facility and was arrested without incident after buying cigarettes in the main part of town, still wearing his prison greens.
It followed the escape of Nathan Crisfield in April and three men last July
A spokeswoman noted such facilities offered a "less restrictive, more therapeutic environment".
“Corrections Victoria will examine the circumstances surrounding this escape to determine if any changes to prisoner management or security measures are required,” the spokeswoman said.
