Lynch stroked 76 off the iron to stay ahead of the chasing pack and put himself in pole position.
Conlon (77) currently sits in second place with defending champion Mick Hazell (79) hot on their heels in third place.
“It was pretty dry and pretty fast out there on the course,” Hazell said of the playing conditions.
“It’s very tough to get it right in those conditions, especially when the wind started picking up.
“If you’re just missing the fairway, the wind will take you further and further away, so you’ve got to be on your game.
“We’re just hoping some of that rain everyone keeps talking about comes down.”
Wagga City club pro Tim Barlow described the course as “hard and fast”.
The club championship picks up again on Saturday November 10.
