Multiple councillors have told The Daily Advertiser that they believe three candidates will run and it was possible each candidate would receive three votes each from a nine-member council.
If such a three-way tie occurred, one of the candidates would have to be eliminated by drawing their name out of a hat.
Current mayor Greg Conkey has confirmed he will seek another term and Cr Vanessa Keenan has announced her bid to become Wagga’s first female mayor.
Cr Paul Funnell is now more likely to run following previous statements in which he would not rule it out.

Neither Crs Conkey, Keenan nor Funnell were willing to claim they had the numbers to win.
“I believe that we have now got a council that is credible; we had some issues 14 months ago and I have been able, hopefully, to steady the ship,” Cr Conkey said.
Cr Keenan said she was confident her fellow councillors were considering their support.
“I have been talking with my fellow councillors over the past few days and have had some really productive conversations with them all,” she said.
Cr Funnell said Wagga had “a good bunch of councillors” and the next mayor should be decided on merit rather than by party politics or gender alone.
Cr Dan Hayes said he would vote for Cr Keenan due to her “20 years of experience in local government”.
