An analysis of development applications over the past five financial years show the mean gross determination time has been reduced by four whole days.
In 2011/12, figures show the mean gross determination time for a DA was approximately 50 days.
In 2016/17, that number has dropped to 46, but was even lower in 2015/16 at 38.
“We’ve worked on introducing a system that can reduce processing time for the vast majority of DAs,” city development manager Paul O'Brien said.
“If you look at those stats, you can see there’s been a gradual reduction in the time council is taking to deal with applications.”
Since 2011/12, only 27 DAs have been refused, with a total of 3,566 DAs submitted during that time.
The man responsible for these improvements is development assessment coordinator Cameron Collins, who in 2013 determined a different approach was required.
“Domestic scale developments such as adjustments to residential developments, pools, outbuildings, and sheds make up the bulk of DAs we deal with,” Mr Collins said.
“So we decided to set up a system with a small team dedicated to addressing those types of applications.
“Now, the system allows us to progress smaller applications without too much fuss.”
Mr O’Brien said the turnaround from 50 days to 46 days was significant but stressed the importance of correctly filling out forms and documenting a DA.
“We want to be delivering a quality service … and be meeting the expectations of the community,” he said.
“Almost half of the applications since 2012/13 have been completed and approved in under 20 days.
“But they key part is to have your documentation completed before coming in.”
Free council checklists and services are available for prospective developers to use at the Civic Centre.
“If you’ve got a plan, come in and use the free services and speak with a planner,” Mr O’Brien said.
“They are here to help so use them.”
