The competition’s leading wicket taker was crowned the Wagga’s best cricketer after a narrow win.
The 17-year-old old took 22 wickets at an average of 13.86 to help him finish one vote clear with 13.
Harper becomes one of the youngest players to win ever the medal.
He follows in the footsteps of Wagga City coach Jon Nicoll.
A Cats player has now won the medal for the past five seasons after Nicoll’s record breaking four straight nods.
Harper took the lead with a four-vote performance in round eight.
Lake Albert captain Alex Smeeth had been in front since round one but did not poll a vote in the last three rounds.
He finished in a tie for second with fellow Bulls all-rounder Kurt Robertson and South Wagga bowler Nathan Cooke.
The competition’s leading batsmen Joel Robinson finished in a big group of players on eight points in equal sixth which included Nicoll.
Robinson also won the all-rounder award and is part of the Team of the Year.
He joined David Bolton, Michael Mitchell, Josh Thompson, Josh Staines, Smeeth, Jeremy Rowe, Keen Hanigan, Cooke, Harper and Hindmarsh in the team.
Harper was also named the best under 19 cricketer while Mitchell earned the senior representative player award.
