The premiers were forced to make one change from the team that proved far too strong for Wagga City to start the season before the Easter bye.
Munro is unavailable for the clash at Jarrah Oval, the first since the Bulls redeveloped the ground.
Tumut were on the end of a 36-10 loss to Leeton to start the season, but Waratahs coach Angus Macleod expects they will be keen to put on a strong display in their first home game of the season.
“Tumut will be very strong especially on their home ground and I would think being the new oval they will want to come out firing and start off with a win,” Macleod said.
“Certainly coming off the back loss they will be looking to notch a win for the season.”
With Munro out Tom Finucane, who won the medal in last year’s third grade grand final, comes into the starting line-up.
