TESTS are still being conducted on the white powder substance that forced the evacuation of the Wagga Civic Centre on Tuesday.
Police said they expected to be able to determine what the substance was by Friday.
Council staff were forced to evacuate the building for close to two hours on Tuesday morning as emergency services cordoned off the Civic Centre following the discovery of the suspicious package.
