Touring the site of the proposed freight hub on Thursday, Traxion strategic development director Sean Wilson vowed all jobs created by its construction would be locally sourced.
"That's quite a significant investment and that's all Wagga personnel - not fly in, fly out," he said.
"Every dollar we are spending is in Wagga."
The total value of the RIFL hub development could now be as high as $75 million, with further funding from the state government anticipated later this year, pending the finalisation of the requisite studies and costings.
That figure includes $14.6 million in federal funding committed by the previous Labor government in 2012.
Traxion selected the RIFL hub proposal from more than 15 potential hub sites, because it viewed Bomen as having the most viability out of the options available.
"Every company we've seen in this area is on a growth phase," he said.
Mr Wilson said businesses in the Bomen precinct were "not only discussing growth, (but) they've locked in growth".
One of the key attractions of the Bomen site was the potential to build a passing loop where trains up to 1.8 kilometres in length could stop and be unloaded without having to be uncoupled.
"Every other site we've looked at around Australia you have to break up (the train)," Mr Wilson said.
"You have to pull the train in, split it up, unload and then put your train together - that could take two to three hours."
Mr Wilson estimates it will take a fraction of that time - only 30 minutes - to unload trains at the RIFL hub passing loop.
The development is in the later stages of its pre-feasibility studies, with commercial modelling and customer agreements to be finalised in the coming months.
Mr Wilson estimates he's visited Wagga "60 times in the past five months" as the ball has begun rolling on the hub project.
He anticipates Traxion will establish an office in the city in the near future.
