Proctor played all but one game for the Wodonga Bulldogs in the 2016 season, missing only the first round.
He headed home to Pambula last year, on the NSW south coast, winning a premiership, and a grand final best-on-ground medal.
New GGGM coach Christin Macri says Proctor is an important pick-up for a young Lions outfit looking to build a competitive unit for 2018.
“He’s an inside mid... and he can certainly play,” Macri said.
“We’ve been really keen to get some experience, and an inside mid with experience, just to allow our guys with lighter bodies to be able to get out and run and play.
“So we’re really, really happy to sign him.”
After 17 games in the O&M in 2016, Proctor played 13 games in the Sapphire Coast seniors last year, and was in their best in 10 of them. He also kicked 11 goals along the way.

The Lions have lost former coach Luke Sicker, and leaders Lachlan Steward, Luke Walsh and Mitch Carroll, but hope the targeted selection of Proctor is the beginning of a fruitful off-season.
“That’s part of our recruiting plan, is to go for a need and not just, because we’ve got a young side, bringing any experience in,” Macri said.
“We’re really conscious of getting the right guy. They are out there. You’ve just got to do the work and that’s what we’re doing.”
GGGM will get together this Sunday afternoon at Ganmain and then kick off pre-season in late January. Proctor will move to Wagga in the new year.
