The man was found at a property in Lae Avenue, Ashmont on Monday afternoon before police established a crime scene.
After executing a warrant, he was charged with 25 offences relating to car thefts and property crime.
A 27-year-old woman was also arrested at the property and charged with three counts of goods suspected of being stolen.
Police allege they found three cars, which they allege had been stolen from the Albury area, in the backyard of the property.
Acting Inspector, Sergeant Maggie Deall said police will allege the man and woman are part of a gang that has been “quite active”.
“You absolutely will see more people in custody and more charges being laid,” Sergeant Deall said.
The man was remanded in custody after being refused bail. He will appear in court on December 12.
The woman was granted conditional bail and will appear in Wagga Local Court on January 31, 2018.
